What it is
The National Research and Development Programmes are a synthesis of systematic research and development activities undertaken to reach defined objectives in scientific research and technological development of importance to the country’s advancement. They are implemented through research projects and support, in research and development terms, the Government Programme for economic, social and cultural development.
PKKZH is the principal national programme for financing scientific research. It is administered by the National Agency for Scientific Research and Innovation through the Directorate of National Programmes, which covers the whole project cycle — from drafting the documentation and organising the call, through to monitoring and reporting the results.
Objectives
- To support, through grants, high-quality research projects that raise the performance of Albanian researchers and institutions, in line with the standards of the European Research Area.
- To support scientific research and innovation in line with the national priorities for social and cultural development and with global development trends.
- To place scientific research at the centre of solving problems and of offering alternatives for the country’s development.
- To drive innovation and technological development through cooperation between higher education institutions and the business community.
- To encourage cooperation between domestic scientific research institutions and international partners.
Who can apply
The right to apply belongs to higher education institutions that carry out scientific research under Law no. 80/2015, Article 4, point 4, and to public and non-public institutions that have scientific research within their object of activity. Each call may add more detailed criteria, approved by the Administration Board.
The project proposal must contain only scientific research activity. Excluded are the purchase of laboratory equipment and tools classified as capital expenditure, and training, translation, institutional capacity building and promotional or monitoring activities where these constitute the main activity.
Projects must observe the principles of gender equality: the gender balance of the team and the research’s potential to promote equality form part of the evaluation criteria.
What it funds
Under the PKKZH 2026 call, projects run for up to 30 months — of which 6 months are planned for the publication of scientific articles — and the maximum financing is 5,000,000 lekë. The duration and the amount are set for each call by decision of the Administration Board.
The grant covers the costs of research, technical and administrative personnel; publications; travel within the country; and administrative expenditure serving the project. The salary line may not exceed 70% of the budget requested from NASRI. Publishing at least one scientific article and organising a conference to disseminate the results are mandatory outputs.
The 2026 call covers the six priority fields: Biodiversity and Environment; Agriculture, Food and Biotechnology; Health and medical sciences; Information Systems and Technologies; Social and Albanological Sciences; Water and Energy.
The application process
Applications are made using the Project Application Form for Research and Development (Annex 1), the Financial Proposal Form (Annex 2) and the Declaration of Commitment (Annex 3), completed by the entire research group.
The file is submitted by official post, in 2 printed copies and 1 digital copy (USB), accompanied by a covering letter from the head of the institution. While the call is open, NASRI holds information days to explain its specifications.
Proposals with incomplete documentation, or which do not meet the criteria of the guide, are disqualified at the administrative review stage and do not proceed to technical evaluation. Projects that pass that stage are assessed by the Expert Committee, approved by the Administration Board following an open application process. The successful applicants are notified by official letter and the decision is published on the official NASRI website.
